Data explosion from a range of applications defines a new era of Big Data, and raises several new challenges whose solutions involve disciplines varying from sciences to humanities. Some major challenges are how to take advantage of large scale and heterogeneous data in order to acquire new insights and better knowledge for improving the quality of services in the context of smart cities and smart citizens. Mobile applications have been playing a growing role in harnessing the data and providing service to the customers. Both public and private sector organisations have been investing heavily in this area in trying to reach and retain their customer base. The key challenges in the success of such mobile applications are the ability to personalise to the customer requirements, and the trustworthiness of the application through security and dynamic update of information. This workshop explores potentials and constraints of personalisation of mobile applications and challenges for smart cities and smart citizens. New techniques and methodologies for personalisation such as indoor localisation, bi-channel communication between service providers and users are within the scope of the workshop. Furthermore, processes for user-centric design such as co-creation, techniques for secure access and dynamic data updates for secure smart cities and smart citizens are of special interest.
As a novel and exciting addition, this workshop includes a specialist tutorial session on ‘Co-creation technique - the user-centric living labs approach’ will be presented by our expert Mr. Grahame Smith, Head of Allied Health at LJMU. The participants for the tutorial session will be selected based on the relevance of their work and interest expressed through a short description. Brief descriptions of the intended panel sessions are given below.
1.     Mobile applications for mission critical services such as disaster recovery: This session will explore novel intelligent mobility models and protocols to provide temporary communication infrastructure in effectively managing the rescue operation.
2.     Personalised mobile applications in transport for smart cities: One of the deciding factors on a city’s status as a smart city is the transport facilities. The transport sector has been working hard to enhance the end-to-end journey experience of their customers. In recent years, there have been several call for funding applications focusing on this theme. In addition, they also explore ways of enhancing the user experience through stations. The challenges for this focus could be personalising the information provided to the user, the ability to locate the user indoors/underground, facilitating bi-channel communication between service providers and service users. This session will explore new techniques for indoor location, personalisation, dynamic data analysis or cloud computing for providing quality of service for smart cities.
3.     Personalised mobile applications in healthcare for smart citizens: Mobile applications in the healthcare sector have increased rapidly, all vying for the customer base who want to take control of their health and independent living. However, the success depends on the application’s ability for sustained user engagement. Co-creation or participatory design as termed by the health and psychology experts is a proven way of motivating users and sustaining their engagement with the tool. This session will explore techniques and methodologies for co-creation. Lessons learned from challenges and benefits gained from opportunities in healthcare applications will also be explored.

Expression of interest (EOI) for the ‘Co-creation technique - the user-centric living labs approach’ tutorial session: The number of participants for the tutorial session is limited to 15. If you are interested in attending, please email a paragraph as an EOI to the workshop chair that includes your name, organisation you work for, area of work, your awareness of co-creation, and why you are interested in this tutorial session. From the EOIs received, 15 most suitable candidates will be selected for the tutorial.

Expression of Interest (EOI) for the Product elevator pitch/demo: This session will be led by our industry partners. Industries, researchers and businesses who have products/services that cover the topics discussed above are invited to email a short description of their applications/services to the workshop chair, and accepted participants will have 5-minutes to pitch or demonstrate their product to the audience.

Invitation to submit high quality, original Research Papers:
The programme chairs invite original research papers under one of the three categories listed above. All papers will be peer reviewed. Accepted and presented papers will be published in the conference proceedings and submitted to IEEE Xplore. The topics of interest include, but not limited to:

- Techniques and algorithms for indoor location
- Communication interface for user interactions with smart devices
- Data analytics techniques for dynamic updating of information
- Mobile applications for user experience through stations
- Privacy and security in mobile applications
- Co-creation or participatory design techniques
- Smart interactions of mobile applications for personalisation and enhancing user experience

Notification of Acceptance:  11th August 18th of August, 2017
Camera-ready submission: 18th August 25th of August, 2017
Workshop: 10th October, 2017
